CJ Logistics Agencies Hit by Wave of Unpaid Delivery Commissions KRW 49 Million in Unpaid Commissions Reported in Suwon Following Similar Cases in Namyangju and Ilsan
Cases involving unpaid delivery commissions are continuing to emerge at agencies of CJ Logistics. Parcel delivery workers who have not been paid said in frustration, “Why should the large corporate principal contractor take all the profits while powerless workers are left to bear the losses?”
The Gyeonggi Branch of the Parcel Delivery Workers’ Union and Progressive Party lawmaker Yoon Jong-oh held a press conference at the National Assembly Communication Hall on the morning of August 18. They stated, “The hard-earned compensation of parcel delivery workers, who have worked from early morning until late at night every day, has simply vanished amid irresponsible declarations of bankruptcy by agency owners and the inaction of the principal contractor.”
According to the union, three cases of unpaid commissions involving CJ Logistics have been identified to date. In September last year, the closure of the Yangji delivery agency in Namyangju, Gyeonggi Province, left seven union members unpaid for two months of commissions totaling approximately KRW 73 million. In November of the same year, the closure of the KLL delivery agency in Ilsanseo-gu, Goyang, resulted in six union members being owed approximately KRW 48 million.
The payment disputes remain unresolved. At the Yangji agency, the new agency owner promised to deduct KRW 200,000 each month from commissions and use it to repay the outstanding amount, but repayment of the principal remains a distant prospect. In the case of the KLL agency, the former owner signed a written undertaking to repay KRW 4 million per month but has since unilaterally stopped making payments. The workers are now preparing individual civil lawsuits.
More recently, the Dongin delivery agency in Yeongtong-gu, Suwon, closed, leaving nine union members unpaid commissions totaling approximately KRW 49 million. The owner of the Dongin agency reportedly notified union members at the end of last month that the commissions could not be paid and subsequently announced that the owner would enter personal rehabilitation proceedings.
At the press conference, the union urged CJ Logistics, the principal contractor, to resolve the unpaid commission issue and also called for legislative and institutional reforms. Specifically, the union demanded that workers in special forms of employment be brought within the scope of the substitute payment system under the Wage Claim Guarantee Act, and that the Act on Development of the Lifestyle Logistics Services Industry be amended to establish a legal basis requiring principal contractors to bear primary responsibility for payment of delivery commissions.
Participants at the press conference said, “If we were ordinary employees, even if the company went bankrupt, the government could pay our unpaid wages through the substitute payment system. But because we are classified as workers in special forms of employment, we cannot receive a single won of such protection.”
Lawmaker Yoon Jong-oh also emphasized, “There must be a mechanism to prevent nonpayment in the transaction structure connecting the parcel delivery principal contractor, local agencies, and parcel delivery drivers.” He added, “CJ Logistics should not focus solely on whether it has a legal obligation. This is an issue affecting the livelihoods of parcel delivery workers, and I urge the company to fulfill its social responsibility.”
Meanwhile, CJ Logistics responded, “We are making various efforts to ensure that these cases are resolved amicably.”
When the unpaid commission cases involving the Yangji delivery agency in Namyangju and the KLL delivery agency in Ilsanseo-gu became public in February this year, CJ Logistics also told this newspaper, “We will visit the sites and explore various solutions in order to resolve the unpaid commission issue promptly.” See also: “CJ Logistics Unpaid Commissions Caused by ‘Seven-Day Delivery, Five-Day Workweek’?” February 3, 2026, p. 6.
